On April 19, 2010 City Council adopted the new Land Development Code (LDC), which will take effect Spring 2011 upon adoption of a zoning map reflecting the new zoning districts established by the LDC. The new LDC was developed with Zoning Plus, an Internet-based module for the LDC that can be viewed on-line at
http://www.zoningplus.com/regs/centennial/.
The City's current LDC was adopted upon the City's incorporation in 2001, and was intended to be an interim document until the City defined its future vision. The principal objectives of the Land Development Code Rewrite were to:
- Implement the City’s Vision;
- Protect the City’s neighborhoods;
- Make the Code modern, integrated and easy to use for developers, residents, staff, and decision-makers;
- Streamline the approval procedures while ensuring meaningful public participation;
- Allow for the development of modern real estate products (e.g., mixed-use and traditional neighborhood development);
- Create value by promoting infill development and redevelopment in designated areas;
- Strengthen the link between land use and transportation, and promote mobility;
- Promote sustainable development patterns and techniques, and mitigate the impacts of development;
- Provide for housing diversity; and
- Implement design standards.
City Council's adoption of the new LDC came 16 months after a December 2008 joint meeting of the Planning and Zoning Commission and City Council to reach consensus on the direction of the new LDC. The new LDC evolved through a process that involved a technical team of City and SEMSWA staff, an advisory team, whose members were a reflection the City's elected and appointed officials and various interest groups across the City, and an extensive public outreach effort. Through the LDC rewrite process, 17 potential LDC regulations were identified as items requiring additional discussion. Collectively, these are referred to as the Deferred Code Items and were not part of the new LDC adopted by City Council on April 19, 2010.
